    There is one statistic on surprise medical bills that surprises me.

    Let’s say that for emergency care, the non-network doctor submits a bill for $18,000, and the hospital’s insurer submits an offer to pay of $1,800. (I am making up these numbers, please correct me if possible.)

    Devon, you are telling me that a supposedly independent panel votes for the $18,000 figure at least 80% or 85% of the time.

    I smell corruption and payoffs here. Am I right??
