Goodman on Health Policy

Posted on February 5, 2026February 5, 2026 by John C. Goodman

Why both parties missed an opportunity to reform Medicaid.
Why they missed an opportunity to reform the Obamacare exchanges.
Why partisanship is the biggest obstacle to sensible health reform.
Watch Dr. Goodman’s talk to the Public Affairs Luncheon Club in Dallas.

An excellent presentation. Dr Goodman shows the bad effects of forcing Medicaid to offer “free care” — it leads providers to flee the program.

I am cautious about Dr Goodman’s solution for Obamacare. He would open up the underwritten short tem plans to anyone in any state – which I like. If a family had one member with a serious chronic illness, that person could “duck back” into a guaranteed issue Obamacare plan.

The result of this would be super-high premiums for the Obamacare plans. They would be full of people with cancer diagnoses and pending surgeries of all kinds. Let’s say that the resulting premiums would be $15,000 per person. Would there be subsidies? We are back in the same debates we are having now.

For many years, our health care blog was the only free enterprise health policy blog on the internet. Then, when the NCPA closed its doors, the health blog stopped as well.

During this five-year hiatus no one else has come forward to claim the space. So, my colleagues and I have decided to restart the blog in connection with the Goodman Institute. We invite you and others to use this forum to share your views.

John C. Goodman,
