    Most prefab housing is more cheaply made than site-built housing, but it doesn’t have to be that way. More components of housing could be produced in a factory but is not.

    Mass-produced components _should_ be cheaper. I don’t think the problem being addressed here is that prefab components aren’t luxurious enough.
    I know I’ve said it before, but if you want more affordable housing, quit subsidizing the less affordable kind. Housing subsidies and tax benefits should be done in a way that doesn’t favor more expensive housing or higher-income buyers. Especially for new construction.
