I guess introducing bills that will never pass is an easy thing to do for a member of Congress. A lobbyist was probably paid five figures to supply the text.
A more practical (and cost-free) IRMAA reform would be to eliminate the income cliffs in favor of a fixed-percentage surtax, or at the very least to reduce the income look-back from its current two years to a year or less.
