    As far as I could tell, the Paragon study only looks at direct subsidy costs to taxpayers, and not at the hidden tax that middle- and upper-middle income Obamacare users are forced to pay in the form of premiums that exceed their actuarial costs. Reimbursing (most of) this hidden tax would be first step toward freeing health care, as there would no longer be a need for individual mandates and outlawed private insurance. True cost to taxpayers would be the same, but more fairly distributed.
